Planned Outages - Recommended Work Item Type?

Currently each group will send a nationwide email for planned system outages. And we record them on a SharePoint list.
I have been asked to gather metrics of how many incidents occur due to someone attempting to access a application during the planned outage.
Wondering what others use for Planned Outages records in SCSM. So that if incidents arrive they can be easily related)
I am at a cross road of CR,SR, and RR, all seam to have each their own benefits and fall shorts.

Change Requests are the preferred method for outages according to ITIL. There's a whole set of processes that go with it and I have found that most companies adopt such processes although adherence usually runs the spectrum from loose to strict. But CRs are the work item of choice here. Some organizations go so far as to include Release Management as part of the CR process but I have never encountered anyone using RRs independently of CRs.

Since the enterprise change requests are all fragmented and not used in SCSM, I have created a SR RO so they can submit to the NOC for notifcations and tracking.
Someday I will get all the different groups into the same "wheel house"
