Is there a way for an analyst to edit the work items view and make it a default view?

  I believe the portal should save the changes he makes (in local storage I'm guessing) to his own views, so it should be persistent. Is he maybe working in an private / incognito window for some reason?

  He says that it does hold the view for a while but it eventually gets reset to the default setting, we have not been able to see a pattern or anything that would cause it to reset.

  Those settings are saved as a cookie, I believe.  While I am not trying to suggest that the two things are the same, I have also noticed that these settings are lost when the cache is purged (and cookies are not).
  
  See if either cookies or cache were purged by the analyst.  Those are the only two causes I have personally observed.

  These are actually stored in the user's browser local storage and are not persisted between browsers.  Also, IE 10 had issues with local storage, not sure if that applies.  Can he use the page editor to create the custom view he wants?

  The analyst cleared his cache and cookies and has not had the issue again after setting up his views.
