Powershell Activity crashes the Console when creating scripts

We just installed the Powershell Activity items in our DEV environment. When we try to create a Powershell script, the Console loads the form but you cannot click on it. The Console then crashes after about 10-15 seconds and gives no helpful info on what caused the issue. Is there something we didn't do correctly on the install? The only error I find on the server is NetBanner Event ID 10, and when I google that everything tells me it can be ignored so I'm not sure what we can do.

    @Ian_Stephenson - Is the user trying to create powershell scripts an admin?

    @Justin_Workman yes, both of us that have been trying it are admins in Service Manager.

    @Ian_Stephenson did you try to run the console on different computer and connect to server? Just to eliminate some issue with local console installation...

    @Peter_Miklian Yes, we have had 4 different people try it on their machines and by connecting to the server and trying it from there. Unfortunately it still crashes.
