Add a Manual Activity to a Service Request from the Portal

We are using Service Requests for project tracking. Management wants to be able to add "tasks" to each project, we have suggested they create Manual Activities within SR's as their tasks so they can assign work to individual users as a part of the project. I am requesting that Manual Activities are able to be added to a Service Request from the portal.
