Default Favourites for End Users

Is there a way of setting a default set of Request Offering 'Favourites' for the End Users? Instead of the end users selecting these themselves...

..or alternatively setting up a new stack for say 'Quick Access' or 'Get Help' which can be scoped by an Administrator? (Guessing this part would be a feature request)

I was tempted to just create a Service Offering with a low numerical number to locate it at the top of the Service Catalogue page with these offerings in but think the Favourite Requests could be utilised instead?
