Extract from "KB1289-ConfigManTickerConfig.pdf" (scheduled): 
If you want to schedule a specic start time for the message, select the “Schedule the announcement to be displayed at” and set the start time. Then set the expiration time for the announcement under “Announcement will expire at”. Notice that the default values here are essentially the same as the ASAP announcement – immediate display and expire in one hour, however you can set the start and expire times.

I have understood this extract so, that a scheduled announcement appears at the appointed time and then only one hour is indicated. At my trial the announcement appeared within the set time period (from start till the expiration time, longer than one hour).

    Yes, what you experience should be the desired behavior. You can use asap and set the expiration to more than one hour; it does just describe the default behavior - the one hour expiration.
