Is Windows Server 2016 supported for the portal?

Geoff_Ross Cireson Consultant O.G.Yes, this is supported, but the version of the portal you need (2012 / 2016) is dependant on the version of SCSM you have, not the version of Windows Server its running on.
Eg, If you have SCSM 2012 and want to run the Portal on a 2016 web server, you need version 2012 of the v7 Portal.

If you are not able to login into the Portal there is more to it than your account being an SCSM ADmin. Did you check the log files to see what errors are being listed. The version of the Cireson Portal you want to use for Service Manager 2016 is - https://support.cireson.com/portalinstallscsm2016/clickonce/Cireson Setup.application
