Clean up the way request offerings shows

When you have a request offering in several service offerings that request offering will show up multiple times when you search, stick it to top requests. It looks like a bug but it seems like it's by design. And this should be fixed so the portal looks more clean.

    We worked around this by creating an "All Users" Category and whichever Request Offerings hit all of our Categories, we simply moved them to the All Users Category.
