Replace SCSM object scoping in portal (for performance)

Scoping seems to be a big performance drain, particularly when saving.  If this could be done using portal settings (e.g. list Service Offerings and assign AD group to them) where possible, some customers may be able to remove the scoping of those items in SCSM for a performance gain.

If, for example, scoping could not be removed for SLO's (queues), but could be removed for views, templates, and Service Offerings, that should still result in a significant boost.

    Thinking it would be straight forward that on the admin setting pages, capture the Service Offerings, and then allow the admin to set AD Security groups rights to see them on the home page. This means you could remove your queue and security roles management that slows down SCSM open and portal save performance issues.
