Notify Analyst - Update settings for Service Request

There is a section that sends a notification to action log entries for Work Item Comment log Template (Service Request)
However that setting sends emails for Analyst and user comments. Can the workflow be updated so if the non assigned to user makes a comment the assigned to user gets the notification. The affected user would get emails via the @mention functions.
