Prevent Blank or Zero Reviewers on Review Activities

I realize this is an inherent flaw in service manager, but I think the portal can provide a level of security in the circumstances where an RA has gone into progress with no reviewers or someone is attempting to remove all reviewers from a review activity which results in a system-completed review activity.

Can Cireson mitigate these situations?:

 - do not allow the removal of all reviewers from a review activity
 - flag review activities which contain a blank reviewer
