SunSetting Cireson

Sadly we are moving on to a new product for ticketing. So I was wondering if there is a way to prevent end-users from adding new tickets to the Self-Service Portal but still see their existing records. Any assistance with this would be very helpful as we are going live 12/17 (not my choice)
