Enable a "Known Issues" Page to be Easily Created\Administered within the Cireson Portal

Similar to the Known Issues page within the Cireson Support Portal, it would be helpful for a specific group of admins to add items (issues/problems) to a page on the Cireson Portal to alert analysts as well as potentially end users. An analyst view and a end user view would be most helpful - similar to that of the Knowledge Base Articles.
