You would need to set up the system in the other domain and then migrate all the existing work items and configuration items from old to new. The difficult part comes in maintaining the relationships for users. If you are going to use the old domain, you may need to have a trust relationship back to the old domain, the AD connector shouldn't have an issue when recognising existing identities.
The Lifecycle Management App provided by Cireson may be able to help with the transferral of information.
I haven't done it myself, however I know that an organisation has done this before successfully. There were lots of Powershell scripts involved. It's possible that Cireson Consulting Services may be able to help out as well.5
