Navigation Settings - Assigned AD Groups blank and can't search for anything
In other parts of the portal where I need to search for users/groups, it populates properly. For instance, I had no problem in Group Settings adding groups to the Team Requests groups list.
The user IS a member of the global operators group. User is also a member of every cireson group and service manager administrators group.
Does anyone know why this might not be working? I'm not sure what I could be missing...

Are you saying that other portions of the "Navigation Settings" page are able to query groups (such as Active Work, Team Work, etc), but not the Survey-specific pages? Or are all the Navigation Settings pages unable to query for groups?
