after upgrade time format is off

after our recent portal upgrade out time format is off for scheduling dates/times

see image as well, is there a setting i missed?

    This is still true in 8.5, even though the fix is still the same.  Why wasn't the fix included in the latest version?

    Fix wasn't in the latest version because this was discovered after we released 8.5
