Why do SR templates in Outlook Console not show Custom Service Request Area?

We use a Custom Service Request Area and in the Outlook Console settings we have selected this list so we can select from this list when we open a form in the Outlook console. We have noticed that if we create a SR template and select an item from this list, when we use that template in the Outlook console, the field is blank. When we use the template in SCSM the field populates. Is this a bug in the Outlook console or just the way it works?
