Runbook activities in IR tickets should not start immediately unless first in the list

I am aware that IR tickets do not have a sequence the way SR and CR tickets do, and that I am contradicting the out of box behavior of runbook activities that are attached to an IR.

Could the SMA Runbook activities optionally require a manual status change to "In Progress" in order to run from IR tickets, perhaps?  I'm sure the PowerShell Activities might benefit from something similar as well.
