Portal responsive design

Hello all,
I'm trying to make our Portal website responsive, but for some reason left navigation bar goes hidden when break points are below 768px.. The responsive left navigation bar TRIES to come when break point is at 768px, but it poofs right away..Do you have any idea what makes that happen? I haven't done anything to original changes that affects to that 767px break point... see 3 pictures attached. Thank you very much for your help - Much need in help

Cireson already included a responsive design.

However it works only on a refresh. So if you make your view panel below the mobile break point 767px and then refresh the page you will see a new css loaded. The portal will load the mobile page on phones and tablets. I only find that tablets in landscape mode still open the desktop css making touch on the grid interesting.

I have witnessed a "middle ground" where the portal is half-responsive and half-not...  As an example, it is still very possible to end up with no menu because that control thinks the view is mobile, but no menu toggle button because that control thinks the view is not mobile.  This typically occurs when someone re-sizes their browser in order to get a screenshot of something.
