One user not available in dbo.CI$User table

I have one end user who cannot open the Cireson Self Service Portal. The error is 'You don't have required permissions to login'.  I am running the latest version of Cireson Portal.

This user is available in scsm DB and can open Silverlight Portal. But not available in dbo.CI$User table in ServiceManagement DB. This user is not a newly created user and all other users are available in dbo.CI$User except this user.

The latest modified date for CI$User is today.

I am really frustrated. What can be the reason that Cireson couldn't pull only this user to its DB?

    Is the user in at least an End User role in SCSM?  For the user to use the portal they must have a CI and be present in at least one SCSM role.

    For the end user role, i set up authenticated users and domain users group in scsm console.

    The strange thing is that only this user is not available in Cireson DB.
