Assigning Privileges to Portal Administrators
All they can "see" is user settings. I've reviewed the groups I'm in and compared them with the new people. Could it be something as easy as clearing their browser cache? They've tried both IE and Chrome with the same results.

Did you happen to perform a Cireson CacheBuilder service restart after you made the changes? I have a feeling that the CacheBuilder ran overnight and did a full synchronization to relate the users to the admin role.5

If they only see 'User Settings' then they are not an admin as far as the portal is concerned.
How did you make them admins?
I could be browser cache so always worth trying that.
