Is it a way to make the search function in On Behalf to show more than 3 entrys?

Yeah, there is very little that can be done here other than a re-design of this control.
Good news is there is some development happening in this space but not sure it is what you will be after.
Raise a feature request, pop the link in this discussion and I'll vote for it.

When I look at the On Behalf of search list I get all my users as I've defined them:
Can you provide a screen shot of what you are seeing?
Can you please confirm the version of the portal that you are running?
But yes I see what you are talking about.
If, within a request offering, a user selects the search button for "Create on Behalf of" then enters a search term and clicks the search button, all the results are returned but only 3 at a time are displayed per page that results in potentially many pages with 3 users at a time.
To answer your question, no there is no way to increase this number out of the box without some custom Java code.
If we did increase this number then the page could grow too large and go beyond the browser page.
I'd suggest a solution here might have to be a form re-design as a feature request here on the community.
