in the Cireson knowledgeBase portal I found this article:
But in my Cireson Portal Version: 7.3.2012.1 there is no trace of these features. The only possibility I have of creating new panels and new Dashboards seems to work directly at the DB level with SQL statements. Do I have to do some update of some MP on SCSM ??

TERMINATION/ACCESS RESTRICTION

GENERAL
To the maximum extent permitted by law, this agreement is governed by the laws of the State of California, U.S.A. and you hereby consent to the exclusive jurisdiction and venue of courts in San Diego County, California, U.S.A. in all disputes arising out of or relating to the use of the Cireson Community Web Site. Use of the Cireson Community Web Site is unauthorized in any jurisdiction that does not give effect to all provisions of these terms and conditions, including without limitation this paragraph. Version 7.x of the Cireson portal is pretty out of date. I don't remember which version added this feature, but I would suggest upgrading your portal..
