Improve user experience portal (buttons below)

We’re using the Cireson Analyst Portal (AP) and the Self Service Portal (SSP). At both of the products we hear the same problem, the black bar below with the buttons Save and Cancel is apparently not intuitive enough. We hear such complaints from end users (SSP) and Incident resolvers (SSP and AP) as well. Even after using the portal for years now, these complaints keeps coming back. Is it possible to create a more user friendly/intuitive solution for this?
