Is posible attach files to SR already created in self-service portal??

Ahh right, if you are using the free version then that's probably why! Though you should still be able to use the related items tab on an Incident form!

Yes of course you can, you have two options here, on the Related Items tab on a work item form you should see file attachments so you can add them here.
Or if you have the new headers enabled (Admin Settings -> Features -> New Header Attachments)
You can do it on any tab in the work item form by using the paperclip icon in the header.
