ServiceManagement database issue
I have an issue where the CacheBuilder has not synced the incident workitems since the 11th. I have truncated the lastchanged table already still no luck.
Is it safe to run the setup and create a new servicemanagement database?

I would suggest increasing the logging for CacheBuilder and investigating if there are any issues.
When you truncate the LastModified" table, does the Workitem value get re-entered?
If so, cachebuilder thinks it has done a check and everything is OK.
The CacheBuilder log file should have some errors in it. You can see more details on troubleshooting the cachebuilder here: Reference: Cireson Cachebuilder Overview
Also, if you have an older version of the portal then I would suggest updating as there has been some big improvements with the CacheBuilder in the most recent versions.
