Unable to Post Announcements

Our organization has installed the latest version of the Configuration Manager Ticker and are having issues posting announcements. When I check the logs I get the following (repeated):

Any ideas? 

No errors in the AdminUILog.

    Hi,

    I can see that you are posting an announcement with the id 1c610880e275bc7a2d14c8086, but the client log does not have that ID, but another announcement with ID 10ca009a25d79c7a2d1409511.

    The Ticker Admin triggers a computer policy refresh on the client and the changes we made to the Ticker_Client WMI class should be pushed down to the clients.
    Please make sure your infrastructure has opened the port for enabling the Client Notification channel, typically TCP port 10123.
    Also, try triggering a Machine Policy download directly from the client to see if that makes a difference.
