Hello, There was a point when I thought that Cireson SSP has all the features that are included with the out of the box portal plus few others, but I am starting to find out that this not the case, which is understandable. The one thing that I am not sure of is the ability for end users to create new incident from the SSP… -

The "NEW button -> Create Incident" method is shown for Analyst-users only, and is a feature of the Analyst Portal. If you are running SSP-only, Incidents can still be created by End Users and/or Analysts, but they would need to be done as part of a Request Offering.
