We have current no support for Narrator or similar screen reader functionality.
But suppose we could detect if the Narrator is running and out the text in notepad, text in a browser window or such.

We would probably be able to open a browser window if a screen reader is detected by what you propose.
Would that work? And should a browser window take focus over what is already on the screen? Don't want to interrupt what the user is doing.
The next version of the Ticker will partly support the requested functionality.
You will have to run a script/job that detects the screen reader and set a registry value that the Ticker will check when an announcement is to be displayed.
If the registry value is true, the announcement text is saved to a temporary html file that then is launched using the default browser.
The normal ticker banner will still display.
