In the current version you can only send out a single announcement, so if you create a new announcement and send that our before the previous has been displayed at your clients, it will be overwritten by the new announcement.
The reason is that we save the announcement data to a WMI class definition that ConfigMgr pushes and sending a new announcement will overwrite the existing definition.
However, we are working on a new version of the Ticker that supports multiple announcements, recurrence, better language support, longer text, Outlook alike popup notification popup, etc.
Currently I don't know when that will be released, but the best for your scenario is to wait for that version.

What the registry value does is that it grey out the Exit menu item if you right-click the Ticker icon in the system tray area so the user cannot close the Ticker App.
