Name lookup: Enter English characters to match non-English names?

This was brought to me by a service desk user who was not finding users because they have accented characters in their name, and he was typing the name with non-accented letters.  He believes they should match, even though the characters are not the same.  For example, typing "Garcia" should return a name that is spelled "García."  What if we were searching for something located in Düsseldorf.  Should "Dusseldorf" result in a match?  It currently does not.

On an English, US keyboard, Alt-0237 for a letter that might be in the system as "í" or as "i" because it came from a non-unicode source, for example does seem like a lot of work to get there.  Would this feature request actually make it worse for others, though?  Should it be optional?  If so, globally or per-user?
