Is there a way to programmatically create targeted announcements to specific users? I see there is a way to manually create an announcement targeting a specific group through the portal. But what if I want to create a monthly announcement pointing users to specific tickets that need resolution? Or tickets that need their approval?
Even if the solution requires some Service Management database manipulation I am game as I tie a lot of automation into our operations.

The portal announcements can only accept a an Active Directory Group (AccessGroupID in the table) so would not be possible to target user CI's.
If you wanted to target groups programmatically (Such as support groups) see the below KB for more information on using powershell to create portal announcements with the API.
