Has anyone seen this Forbidden access error?

Wanted to know if anyone has experienced the following errors: Please advise, as I am completely dead on the water with no ideas.

The Portal website states

403 - Forbidden: Access is denied.

You do not have permission to view this directory or page using the credentials that you supplied.

AND

ERRORS IN CacheBuilder.log :
2017-05-13 02:03:58,299, ERROR [ 11]: Unable to sync SCOPED ACCESS, the operation failed permanently. Please review the log for errors, correct them, then restart the cachebuilder service.

2017-05-13 02:05:50,681, ERROR [ 4]: Error connecting to management server: The Data Access service is either not running or not yet initialized. Check the event log for more information.

Thanks Brian. Tried that first. Not sure what was going on, but I ended up just reloading the CiresonPortal from scratch and letting everything rebuild.

Restart the cache builder on your webportal. The user attempting to access the portal has not been synced yet.

Cireson has no obligation to monitor the Communication Services. However, Cireson reserves the right to review materials posted to a Communication Service and to remove any materials in its sole discretion. Cireson reserves the right to suspend or terminate your access to any or all of the Communication Services at any time without notice for any reason whatsoever.

Cireson reserves the right at all times to disclose any information as necessary to satisfy any applicable law, rule, regulation, legal process or governmental request, or to edit, refuse to post or to remove any information or materials, in whole or in part, in Cireson’s sole discretion.

Always use caution when giving out any personally identifying information about yourself or your children in any Communication Service. Always use caution when giving out any information concerning your employer or customers, if any. Cireson does not control or endorse the content, messages or information found in any Communication Service and, therefore, Cireson specifically disclaims any liability with regard to the Communication Services and any actions resulting from your participation in any Communication Service. Managers and hosts are not authorized Cireson spokespersons, and their views do not necessarily reflect those of Cireson.

Materials uploaded to a Communication Service may be subject to posted limitations on usage, reproduction and/or dissemination. You are responsible for adhering to such limitations if you download the materials.

MATERIALS PROVIDED TO CIRESON OR POSTED ON THE CIRESON COMMUNITY WEB SITE

Cireson does not claim ownership of the materials you provide to Cireson via the Cireson Community Web Site (including feedback and suggestions) or post, upload, input or submit to the Cireson Community Web Site or its associated services (collectively “Submissions”). TERMINATION/ACCESS RESTRICTION

GENERAL

To the maximum extent permitted by law, this agreement is governed by the laws of the State of California, U.S.A. and you hereby consent to the exclusive jurisdiction and venue of courts in San Diego County, California, U.S.A. in all disputes arising out of or relating to the use of the Cireson Community Web Site. Use of the Cireson Community Web Site is unauthorized in any jurisdiction that does not give effect to all provisions of these terms and conditions, including without limitation this paragraph.
