I'd like to know if "user input" is meant to render as code in requests

When questions are answered by affected user in portal requests, the questions in the resulting request ticket (under user input) appear as a long string of code rather than just plain text. is this normal behaviour (see screen shot)? 0

Yes this is normal behavior.
This is the User Input field and the questions are formatted in a way that is shown on the portal.
The trick here is to ignore the User Input text strings and use the actual output to "Map" the answers to a field on the SR or any associated activities.
With v5.x of the portal, we have added Advanced Request Offerings that allows admin to map more than one answer to a field and also allows text to be added in line.

Correct this is default service manager to expose all characters used on a request offering prompt. We do have a feature request below to hide any code used in a question:
