Make the New drawer icon available to everyone
I can make this happen if I make the AD group Domain Users part of the Analysts group, but I think that's probably overkill. Is there another way to do this?

Its not quite what you're describing but I think this will have the same effect.
You can create links to the various new pages, or even one for each template you want and organise all these 'views' into folders etc under one navigation node called NEW. So not a new draw as such but a NEW navigation node that you can then allow access to an AD group you want. I don't know if you'd need to play with SCSM permissions.
However, its an interesting method... would a user know what to fill in for urgency, impact, affected CIs etc? Would a single 'General Request' request offering be better?
